Mr. Green called the meeting to order at 12:05 p.m.
Minutes
The draft minutes from the August 4, August 7 and September 21, 2022, meetings were previously posted and circulated to Council. The three sets of minutes were approved as submitted.

Ms. Chambers reviewed the agenda items:
Old Business
CATF Update
Ms. Chambers reviewed the CATF balance sheet reflecting account activity through September 30, 2022.
2022 Executive Program Update
Ms. Chambers reviewed the 2022 Executive Program agenda and reminded members that the agenda will start early this year because of additional meetings that have been added on the morning of November 30. CASC will provide lodging and travel reimbursements to those who arrive on Tuesday, November 29, 2022. She reminded everyone to make sure that their office Reimbursement Coordinator is up to speed with the changes and is familiar with reimbursement requirements of their locality.
2023 Spring Institute Update
Ms. Chambers circulated a copy of the 2023 Spring Institute agenda with the meeting agenda. She reported that on Tuesday, April 4, 2023, an additional Leadership track is being added, the first part of which is “Lessons from the Holocaust”, presented by the National Holocaust Museum. The afternoon will feature an Introduction to Leadership training being presented by Tabitha Anderson, JD, PhD, Deputy Commonwealth’s Attorney from Virginia Beach. Attendance will be limited to 50 people.
FOIA: Public Meeting Policy
Mr. Green reported that in response to changes in the FOIA public meeting statutes, he has drafted a proposed CASC policy to allow for Council members to remotely attend a limited number of meetings under the specific circumstances listed in the Virginia Code § 2.2-3708.3. That draft will be circulated and voted on at the Council meeting on November 30, 2022.
CIIFER & “Zero Day” Training
Ms. Chambers reported that there has been a change in the anticipated venue for 2023 CIIFER and Zero Day. At this point it appears that the program will be held in Williamsburg, rather than Harrisonburg, from March 21 – 23, 2023.
Congressional District Spreadsheets
Ms. Chambers again circulated the updated Congressional Districts spreadsheets and asked everyone to look to confirm that their congressional district is under the correct column. District representatives will be elected from all districts at the VACA Annual Meeting in December, so these lists need to be accurate. She asked that any corrections be sent to her as soon as possible. For purposes of these lists, the location of a jurisdiction’s courthouse is the determinative factor. Jurisdictions that were moved from one district to another are highlighted in red.
New Business
New Officer Training ~ December 7 – 9, 2022 ~ Richmond
Ms. Chambers reported that New Officer Training is hosted and organized by the Comp Board. It will be held from December 7 – 9, 2022, in Richmond. The Comp Board will make arrangements for lodging and travel. VACA will host a dinner on Thursday night, December 8.
