Mr. Haislip called the meeting to order at 12:21 p.m.
Minutes
The draft minutes from the September 25, 2019 meetings were previously posted and circulated to Council. The minutes were approved as submitted.
Chairman’s Report

Administrator’s Report
Ms. Chambers reported that she will be attending the APA Innovations in Prosecution Summit to be held in Philadelphia on November 7 – 8, 2019.
Old Business
CATF Update
Ms. Chambers reviewed the CATF balance sheet reflecting account activity through September 30, 2019.
Richmond Training & Meeting Space Rental Update
Ms. Chambers reported that a lease has been finalized between the Department of General Services (DGS) and SunTrust for the lease of training and meeting space for CASC. She and Mr. Casey met with representatives from DGS and SunTrust management and sub-contractors on November 5, 2019. They discussed details of the property improvements and a timeline for completion. Because of anticipated delays in obtaining the necessary permitting from the city of Richmond, it is expected that the space will not be available for use until April 2020.
DFS Customer Workgroup (CWG) Update
Ms. Chambers reported that she has been working with Amy Curtis at DFS to identify volunteers to serve on the CWG. Several have been identified and she is working with the Chiefs of Police to get additional names.
2019 Executive Program Update
Ms. Chambers reviewed a draft of the Executive Program agenda that was circulated with this meeting agenda. She also reported on registration progress and status of the room block. Thus far 126 people have registered to attend.
New Business
CASC Budget
Ms. Chambers reported that, while the state budget forecasts are concerning, thus far CASC funding appears to be secure.
New Officer Training ~ December 11 – 13, 2019
Ms. Chambers reported that the Compensation Board’s New Officer Training will be held from December 11 – 13, 2019, in Richmond. A venue has not been announced. This will be a huge year with so many new incoming Commonwealth’s Attorneys. Mr. Porter and Mr. Casey have revamped the agenda. A venue for the VACA-hosted dinner will need to be selected soon.
