Call to Order
Mr. Green called the meeting to order at 11:14 a.m. and noted that a quorum was physically present.
Minutes
The draft minutes from the December 1, 2021, meeting were previously posted and circulated to Council. The minutes were approved as submitted.

Ms. Chambers reviewed the agenda items:
Old Business
CATF Update
Ms. Chambers reviewed the CATF balance sheet reflecting account activity through December 31, 2021.
2022 Spring Institute Update
Ms. Chambers circulated a draft of the 2022 Spring Institute agenda. She described the general format of the conference and noted that there are still hotel rooms left at the Omni and the Delta. Ms. Howie advised that VACA-hosted hospitality will consist of reception on Monday night.
“Duties & Responsibilities” Outline Update
Ms. Chambers reported that Mr. Lammers from Wise County has submitted his initial draft of the outline. She further reported that she has cleaned up the formatting and created a full Table of Contents with hyperlinks. She circulated it to committee members yesterday and was waiting for feedback. She believes that it will be very helpful in the completion of the upcoming Commonwealth’s Attorney time study being conducted by the National Center for State Courts.
New Business
2024 Executive Program Venue
Ms. Chambers reminded members that the 2022 Executive Program will be in Staunton and the 2023 Executive Program will be in Roanoke. She asked where members would like to hold the 2024 Executive Program. After some discussion, it was requested that Ms. Chambers look into venues in Charlottesville and report back at a later meeting.
HB1340 – Adds Duties to CASC
Ms. Chambers reported that HB1340 has been filed to require CASC to work with DCJS to establish compulsory training standards for law-enforcement officers, attorneys for the Commonwealth, and assistant attorneys for the Commonwealth for sensitivity to and awareness of cultural diversity when interviewing, questioning, or examining in any court proceeding a victim of a criminal sexual offense. After discussion, Mr. Green, Ms. Chambers and Ms. Oglesby agreed to set up a meeting with the patron to discuss our concerns.
CASC’s New Traffic Safety Resource Prosecutor (TSRP)
Ms. Chambers announced that CASC has hired a new TSRP. She is Paula Bruns and she comes to CASC with over 25 years of experience prosecuting in Norfolk and Virginia Beach. Her first day will be February 3, 2022.
Council Vacancies
Mr. Green announced that there is a vacancy in the 9th district. Ms. Chambers reported that the members of the 9th have nominated Mike Jones from Wythe County. Mr. Jones was unanimously approved by Council members. Ms. Phillips, 3rd district, tendered her resignation from Council, at which time Mr. Fatehi from Norfolk was nominated. He was unanimously approved. Finally, Ms. Reid was nominated and approved for the vacancy in the 2nd.
