Call to Order
Mr. Green called the meeting to order at 11:03 a.m., explaining that Mr. Stolle had been detained due to getting his COVID-19 vaccination.
Minutes
The draft minutes from the January 26, 2020, meeting previously were posted and circulated to Council. The minutes were approved as submitted.

Ms. Chambers reviewed the agenda items:
Old Business
CATF Update
Ms. Chambers reviewed the CATF balance sheet reflecting account activity through January 31, 2021.
2021 Spring Institute Update
Ms. Chambers circulated with the meeting agenda a draft of the 2021 Spring Institute agenda. She reminded membership that this will be an online training event and will be streamlined into one track, to be held from Monday, April 12 – Wednesday, April 14. There will no longer be any training on Sunday, April 11, but there will be Council and Board meetings that day from 1:00 – 3:00 p.m., per usual.
CASC Tentative “Fall Institute”
Ms. Chambers reported that there has been discussion about holding a one-time “Fall Institute” to incorporate the training that was cut because of streamlining the 2021 Spring Institute agenda. She reported that she is not ready to formalize that event until
1) she has been able to confirm that the FY22 budget can accommodate it, and 2) that the COVID-19 situation has improved enough to allow for large, in-person training events. No one noted any objections to this approach.
Special Committee on “Duties & Responsibilities” Outline Update
Ms. Chambers reported that the committee members have been appointed and have confirmed their interest in participating. Committee members are Tracy Martin, Buta Biberaj, Parissa Dehghani-Tafti, Robert Bauer, Amanda Howie and Jane Chambers. Ms. Chambers is attempting to nail down a date for their first meeting.
New Business
New CASC Traffic Safety Resource Prosecutor (TSRP)
Ms. Chambers introduced CASC’s newest staff attorney and new TSRP, James “Jimmy” Entas. Mr. Entas comes to CASC with many of years of experience in the Norfolk Commonwealth’s Attorneys’ Office, the Virginia Office of the Attorney General and the Suffolk Magistrates’ office. In addition to putting on CASC training events related to impaired driving and traffic safety, Mr. Entas will be available to provide technical assistance on cases involving traffic safety and impaired driving.
