Call to Order
Mr. Porter called the meeting to order at 12:35 p.m.
Minutes
The draft minutes from the December 4, 2024, meeting were deferred to the January 21, 2025, meeting for approval.
Chairman’s Report
Mr. Porter was elected as President of VACA during the 2024 VACA Annual Meeting held immediately prior to this CASC meeting. By statute (Va. Code § 2.2-2617) Mr. Porter becomes the Chairman of CASC. As the new Chairman of CASC, Mr. Porter gave remarks highlighting his term priorities and expressing his delight in working with the incoming Administrator of CASC, Elliott J. Casey.

Ms. Chambers reviewed the agenda items:
Old Business
2025 CASC and VACA Meeting & Events Calendar
Ms. Chambers circulated via email the updated 2025 CASC and VACA Meeting & Events Calendar for review. No one expressed any need for corrections, so the schedule of events will be uploaded to the CASC website.
New Business
Comments by Incoming CASC Administrator
Ms. Chambers introduced staff attorney Elliott Casey as the incoming Administrator of CASC who was selected during the December 4, 2024, Council meeting. She invited him to give remarks. Mr. Casey shared some of his goals for CASC and he made brief comments about his budget priorities.
Materials for New Council Members
Ms. Chambers welcomed the new and returning members of Council. She reviewed materials that she circulated via email, including: 1) the CASC remote meeting attendance policy, 2) the CASC Constitution/Bylaws, 3) CASC 2025 travel voucher, and 4) parking instructions for CASC’s Richmond office.
