Call to Order
Mr. Evans called the meeting to order at 2:03 p.m.
Minutes
The draft minutes from the November 7, 2018, meeting were previously posted and circulated to Council. The minutes were approved as submitted.
Chairman’s Report
Mr. Evans announced the names of all newly-elected Commonwealth’s Attorneys and introduced those present.
Administrator’s Report
Ms. Chambers reported that she recently attended the winter conference of the National Association of Prosecutor Coordinators (NAPC). She picked up a number of good ideas for training topics, including Rapid DNA. Ms. Chambers reviewed the agenda items:
Old Business
CATF Update
Ms. Chambers reviewed the CATF balance sheet reflecting account activity through October 31, 2018, commenting that October’s performance reflected current market volatility.
2018 Executive Program Update
Ms. Chambers reported that 132 people registered to attend the 2018 Executive Program with 106 people registering for the VACA-hosted Good Words Dinner. She reviewed the agenda. Six hours of CLE are available for the program. Ms. Chambers reported on the names of the vendors and encouraged attendees to stop by and talk to them.
Richmond Office & Meeting Space Update
Ms. Chambers reported that she continues to work with the Dept. of General Services to finalize meeting and training space in Richmond at the Sun Trust building. The original spaces being looked at were rented to other tenants, so she is working on developing a 3rd potential space. Copies of the proposed plans were circulated with the meeting agenda. At this point, she is waiting to hear back on the estimated cost of renovations and necessary improvements.
Executive Program 2021 Update
Ms. Chambers reported that she ran into issues with locating the 2021 Executive Program in Halifax, so she has switched her search to the Charlottesville area. There were no objections.
Spring Institute 2022 Update
Ms. Chambers reported that the Future of Spring Institute Committee recommended that the 2022 and 2024 Spring Institute be held in Richmond. As a result, she has been in contact with the Richmond Convention and Visitors Bureau to develop a proposal for utilizing the Richmond Convention Center and neighboring hotels. Negotiations are underway.
CASC Staff Attorney Retirements
Ms. Chambers reported that effective March 1, 2019, both of CASC’s Traffic Safety Resource Prosecutors (TSRPs) will be retiring. One TSRP position is partially funded by the DMV and the part-time TSRP position is entirely funded by the DMV. Ms. Chambers reported that she and Ms. DeBord met with representatives from the DMV to discuss rolling these two positions into one fulltime TSRP position that is 100% funded by the DMV. The DMV responded positively to the suggestion.
New Business
Upcoming CASC Training on New Discovery Rules
Ms. Chambers advised membership that CASC will be addressing the new discovery rules by offering management level training on the Dec. 6 Executive Program agenda and all morning on Wednesday at the 2019 Spring Institute. Registration for Spring Institute will open the first full week of January.
CASC Finance Committee Meeting
Mr. Wright asked Finance Committee members to gather briefly to discuss the recent CATF report. He recommended , and committee members agreed, that at this point CASC should continue to stay the course on future plans. Ms. Chambers advised that Barry Faison, the Chief Financial Officer of VRS, will be coming to either the January or February Council meeting.
