Call to Order
Mr. Bell called the meeting to order at 2:04 p.m.

Minutes
The draft minutes from the November 7, 2024, meeting were previously posted and circulated to Council. The minutes were approved as submitted.

Administrator’s Report
Ms. Chambers reviewed the agenda items:

Old Business

CATF Update
Ms. Chambers reviewed the CATF balance sheet reflecting account activity through October 31, 2024.

CASC Administrator Hiring Committee Recommendation
Mr. Bell reported that the CASC Administrator Hiring Committee met and interviewed candidates for the vacancy that will be created when Ms. Chambers retires effective January 1, 2025. It was the unanimous recommendation of the committee to select CASC staff attorney Elliott Casey to fill this vacancy. A motion was made by Ms. Taylor and duly seconded by Mr. Ledbetter to accept the committee’s recommendation and select Mr. Casey to be the next CASC Administrator. The motion passed unanimously.

2024 Executive Program Update
Ms. Chambers reported that she circulated an updated conference agenda that reflects final times and room assignments. Updated agendas also are posted in the conference area. She reminded attendees to bring their entree order cards to the luncheon to assist the waitstaff. She highlighted that the Virginia Criminal Justice Foundation meeting will be held on December 5, 2024, at 11:00 AM, rather than 10:00 AM. Ms. Chambers further reported that as of December 2, 146 people have registered to attend the 2024 Executive Program. The agenda offers 7 hours of MCLE with one hour in Ethics.

2024 Compensation Board New Officer Training
Ms. Chambers announced that the Compensation Board’s New Officer Training will be held this year in Richmond at the Four Points Sheraton in Midlothian from December 11 – 13, 2024. The CASC & VACA portions of the agenda will be held on the afternoon of December 12 and all day December 13. Five new CA’s will be in attendance.

New Business

Introduction of the OAG’s Retail Theft Manual
Ms. Chambers introduced Robert Tracci from the Virginia Office of the Attorney General. Mr. Tracci reported on the work of their Organized Retail Crime Unit. The unit has produced an Organized Retail Crime manual to assist Virginia’s prosecutors and law enforcement officers. Mr. Tracci introduced Kyle Woods, the director of the Organized Retail Crime Unit, and advised that Mr. Woods is the best point of contact for questions and assistance. Contact information was provided.
