Call to Order
Mr. Stolle called the meeting to order at 2:21 p.m.
Minutes
The draft minutes from the June 9, 2021, meeting were previously posted and circulated to Council. The minutes were approved as submitted.
Chairman’s Report
Mr. Stolle welcomed everyone to the Annual Summer Conference and asked everyone to introduce themselves.
Administrator’s Report
Ms. Chambers reported that Virginia hosted the 2021 National Association of Prosecutor Coordinators (NAPC) summer conference in Norfolk in July. The conference went extremely well and attendees were very happy being in Norfolk. They particularly enjoyed the dinner cruise hosted by VACA on the American Rover and they expressed their gratitude to VACA. Ms. Chambers also reviewed the agenda items:
Old Business
CATF Update
Ms. Chambers reviewed the CATF balance sheet reflecting activity through June 30, 2021. Mr. Caldwell reviewed the history of the CATF for new members.
2021 Annual Summer Conference Update
Ms. Chambers reported that 365 attorneys registered to attend the summer conference with approximately 150 adult and child guests. MCLE’s have not yet been approved by the Virginia State Bar, but CASC will forward the MCLE form as soon as it becomes available. Ms. Chambers reviewed the agenda for the event.
“Duties & Responsibilities” Outline Update
Ms. Chambers expressed gratitude to Ken Lammers from Wise County for taking on this project. She checked on his progress on August 4th and he indicated that he is making progress and hopes to be able to focus on it more fully in the upcoming weeks.
CASC Office HVAC Renovation Update
Ms. Chambers reported that the HVAC renovation in their offices at the William & Mary Law School are almost complete. Staff hopes to start moving back in next week, assuming that repair work is finalized.
New Business
Webinar: Prosecutor, Sovereign & Qualified Immunities – August 26, 2021
Mr. Casey announced that CASC will be holding a webinar addressing prosecutor immunities and liability on August 26, 2021, from 2:00 – 4:00 p.m. Speakers will be William Tunner, Esq. and Judge John Gibney. Mr. Casey will serve as moderator.
Ms. Chambers reminded members to register on the CASC website for this webinar.
Support Staff Training
Mr. Casey announced that he is looking for talented support staff to teach a series of training programs that will be recorded and made available statewide to Commonwealth’s Attorney support staff. A draft of the proposed topics and agenda were circulated with this Council meeting agenda.
CASC Child Neglect Manual
Ms. Oglesby announced that CASC has produced its first in-depth analysis of Virginia felony child neglect laws. It was written primarily by Josie Battles, CASC’s research assistant from the William & Mary Law School. Ms. Oglesby and Ms. Battles will be giving a presentation about their research on Friday morning. Hard copies of the manual will be available for pick up, one per office, starting on Friday afternoon.
Other New Business
Mr. Caldwell asked Council to consider approving CATF funds to provide Westlaw or Lexis-Nexis licenses for Commonwealth’s Attorneys statewide. Ms. Chambers responded that the next Finance Committee meeting will be addressed at the Council meeting on August 8, 2021. This suggestion will be added to the Finance Committee agenda. She hopes to be able to report back by the September Council meeting.
