Call to Order
Mr. Stolle called the meeting to order at 2:08 p.m.
Minutes
The draft minutes from the November 3, 2021, meeting were previously posted and circulated to Council. The minutes were approved as submitted.
Chairman’s Report
Mr. Stolle welcomed everyone to The Boar’s Head and asked attendees to introduce themselves. He reminded members of the distinctions between CASC and VACA.
Administrator’s Report
Ms. Chambers reviewed the agenda items:
Old Business
CATF Update
Ms. Chambers reviewed the CATF balance sheet reflecting account activity through October 31, 2021.
2021 Executive Program Update
Ms. Chambers reported that 158 people registered to attend the 2021 Executive Program. She reviewed the agenda and stated that CASC has applied for 7 MCLE hours, including 3 in ethics. The MCLE certificate has not yet been received from the Virginia State Bar. She emphasized the importance of attendance at the December 3 presentation about the upcoming time study to be conducted by the National Center for State Courts.
“Duties & Responsibilities” Outline Update
Ms. Chambers reported that Mr. Lammers from Wise County had submitted his most recent draft of the outline. She has forwarded it to committee members and intends to organize a Zoom meeting to discuss. She reported that Mr. Lammers has worked incredibly hard on this project and his present draft stands at 250 pages with a 24 page Table of Contents.
2022 CASC & VACA Meeting & Events Calendar
Ms. Chambers circulated the 2022 CASC & VACA Meeting & Events calendar, noting that the September Board & Council meetings have been changed from September 21, 2022, to September 28, 2022, to accommodate the Chairman’s schedule.
2021 New Officer Training
Ms. Chambers reminded members that the 2021 New Officer Training will be hosted by the Compensation Board and will be held at the Koger Doubletree Hotel in Richmond from Dec. 8 – 10, 2021.
New Business
OAG’s Sexual Assault Kit Initiative Project
Kelly Carpenter from the Office of the Attorney General (OAG) reviewed the history and current status of the OAG’s Sexual Assault Kit Initiative Project. She was accompanied by the project victim advocate, Teri Duesbery, and investigator, Steve Elswick. She expressed her hope that Commonwealth’s Attorneys will be supportive of the project and collaborate with her office, as needed. She invited Commonwealth’s Attorneys and their staffs to participate in an upcoming webinar about the project: Pre-Data Bank PERK Testing Webinar to be held on Wednesday, December 8, 2021 at 1:00 p.m.
