Call to Order
Mr. Grimes called the meeting to order at 11:00 am.
Minutes
The draft minutes from the August 4, 2011, and August 7, 2011, meetings were previously posted and circulated to Council. The minutes were approved as submitted.
Chairman’s Report
Mr. Grimes thanked those who put together and funded the curriculum committee retreat.

Mr. Harris reviewed the agenda items.
Old Business
VCAIS/Alternative Case Management Information
Vendor – Judicial Dialog Systems (Andrew Turko) – based in Mount Airy, Maryland. Mr. Turko presented a PowerPoint presentation in which he listed and discussed at length the features and functionality of the Judicial Dialog System’s case management system. He stated that their case management system can be used in any size office. He included a list of current customers in his PowerPoint. He explained that their system already has developed forms and documents that comply with the Virginia Code. Mr. Turko offered to visit any office to demonstrate their system and answer questions. He stated that their system is “very reasonably” priced, with a list price of $1900 per license. That figure, however, is negotiable. They charge $1200/day for installation and hands-on training, which is mandatory. He cannot provide a flat rate for the cost of migrating data. He said that 25 licenses can be installed in a day. The annual maintenance fee, which is mandatory for the first year, covers all tech support, product upgrades and maintenance. The annual license fee rate is 19% of list price, which comes to $380 per license…but rates are subject to negotiation. Local legal XML research tools are compatible with their system. Mr. Plowman says this system is very easy to use and it is used all day long by his employees, even in the courtroom. They like it and he said it’s affordable.
JRJ Loan Forgiveness Program
Update on Funding: Mr. Harris announced that DCJS is putting in for J R Justice Loan Forgiveness funding. Congress has allocated about half of what they allocated last year.
The NDAA has asked states with previous award recipients to contact their representatives with letters of appreciation. Frank Wolf is the only Virginia representative on the committee. Mr. Harris will contact the previous award recipients so that they might send Congressman Wolf letters expressing their appreciation and support for the program.
CASC Program Updates
Executive Program Plans – the agenda was drafted at the curriculum retreat. Mr. Harris announced some changes to the draft agenda. The Board and Council meetings have been moved to 1:00 – 3:00 p.m. on Thursday, December 1, 2011, in order to accommodate a legislative panel discussion that will be held on Thursday, December 1, at 3:30 p.m. Delegate Rob Bell is putting together a bipartisan panel for that event. Friday’s employment law section will be expanded to fill the time that formerly had been scheduled for the legislative forum. Mr. Grimes has invited the U.S. Attorneys in Virginia to attend the Board meeting on December 1.
Fall Programs Status – Mr. Harris announced that CASC is having a very busy Fall. CASC just held the Child Fatality and Abuse training, Trauma to Trial is next week and Red Flag will be held in November.
New Business
Conflict of Interest Training
The Virginia Knowledge Center offers a webinar on Conflict of Interest. Mr. Harris will send out information on how to access the Knowledge Center. Mr. Harris also suggested that Commonwealth’s Attorneys may be able to attend DCJS’s live Conflict of Interest training that will be held following their Board meeting in December. Anyone interested should contact Mr. Harris.
