Call to Order
Mr. Grimes called the Council meeting to order at 4:30 p.m. [The Council and VACA Board meetings jointly opened at 3:00 p.m.to hear comments to both bodies from guests attending the meetings].

Minutes
The draft minutes from the June 13, 2012, meeting were previously posted and circulated to Council.  The minutes were approved as submitted.

Administrator’s Report
Mr. Harris reviewed the agenda items:

Old Business

2012 VACA Annual Summer Conference Training Program – Mr. Harris announced written materials for the program are available in binders or on CD, if requested.

Case Management Options   – Mr. Harris announced that case management vendors will be in the training room during classes on Friday and Saturday.  A case management vendor presentation is scheduled for 4:30 pm on Friday afternoon.  Each vendor will get 15 minutes.  Mr. Harris further announced that there will be an effort made to determine costs associated with implementing a statewide case management system.

New Business

Curriculum Committee information
Mr. Harris announced that the curriculum committee will meet in Charlottesville on September 6 – 7, 2012.   He reminded members that any Commonwealth’s Attorney or assistant is welcome to submit training ideas.

Election of Standing Ethics Committee
Mr. Harris reported that the current standing ethics committee members are:  Mr. Doucette, Ms. White and Mr. Cox (mandatory part-time member), plus one vacancy.  Mr. Davenport nominated Shannon Taylor for the vacancy and moved that Ms. Taylor be elected and that existing members be re-elected.   The motion was seconded and passed unanimously.

Department of Criminal Justice Services Information on Gang Prosecutions
Garth Wheeler, Director, Department of Criminal Justice Services (DCJS) spoke to Council concerning the agency’s willingness to work with Commonwealth’s Attorneys and encouraged communication from Commonwealth’s Attorneys for ways DCJS can provide assistance.  Mr. Wheeler introduced Teresa Gooch, Dep. Director, DCJS, and Gary Coderoni, Gang Reduction & Intervention Program (GRIP) Coordinator, DCJS.  Mr. Coderoni described his role as GRIP Coordinator within DCJS and discussed the benefits of prosecutor involvement in law enforcement gang training activities.  Mr. Coderoni will call upon Commonwealth’s Attorneys for their expertise and assistance in training law enforcement officers and prosecutors.

There being no further business before Council, the meeting adjourned at 4:45 p.m.  The next regularly scheduled meeting is Sunday, August 5, 2012, 8:30 a.m., at the Cavalier Hotel, Virginia Beach, Virginia.
