Mr. Doucette called the meeting to order at 1:09 p.m.

The draft minutes from the November 7, 2012, meeting were previously posted and circulated to Council.  The minutes were approved as submitted.

Administrator’s Report
Mr. Harris reviewed the agenda items:

 CASC budget update:  Mr. Harris advised Council that CASC has submitted a request to DCJS / Criminal Justice Services Board for asset forfeiture funds from the statewide fund.  The Board likely will make a decision on this request and similar ones from other law enforcement entities in the spring of 2013.

Governor McDonnell has asked for 4% budget reduction strategies from all Executive Branch agencies.  Mr. Harris has communicated to the Secretary of Public Safety’s office that previous budget cuts have eliminated virtually all funding for all non-personnel discretionary expenditures of Council and also already have resulted in reducing personnel expenses as well.  CASC’s proposed strategy to meet the approximately $24000 that would constitute 4% by a reduction of personnel costs.  Mr. Harris is hopeful that CASC might avoid needing to make a 4% cut.

Executive Program: 110 people have registered for the 2012 Executive Program.  The cost of the 2012 Executive Program is covered by registration fees.   CASC’s expenses for the program include written materials, staff travel expenses and conference service expenses. Staunton Commonwealth’s Attorney, Ray Robertson welcomed attendees to Staunton.  He explained the planned events, the available discounts and a map of downtown.  Mr. Harris recognized the efforts of Augusta Deputy Commonwealth’s Attorney Rupen Shah and Mr. Robertson in coordinating the VACA hospitality suite and he thanked them for their help these past 3 years in Staunton.

Secretary of the Commonwealth filing update : Mr. Harris advised Council members that they do not need to file additional financial disclosure statements with the Secretary of the Commonwealth.  The annual conflict of interest training is tied to the status as state filers.

 2013 Spring Institute (Richmond) registration fee: Mr. Harris reviewed the history of registration fees at Spring Institute.   CASC is able to cover expenses of the Spring Institute with the $50 registration fee, but has no funds to cover expenses for non-fee programs like Top Gun, Homicide, iPad Training, etc.   He requested that any excess Spring Institute registration fees be applied toward other CASC training needs.  A motion was so made, seconded and unanimously passed.

 2014 Spring Institute location: Following up on Council’s request at a previous meeting to obtain proposals from Richmond and Norfolk, Mr. Harris and Mr. Doucette reviewed the proposals from the Norfolk and Richmond Marriott Hotels.  The Richmond Marriott proposal did not include the necessary number of guest rooms and the cost per room was $149/night.  The Norfolk Marriott proposal included the necessary number of guest rooms at a rate of $89.  After discussion and general agreement that there was only one viable option, Council decided on the Norfolk venue and the 2014 Spring Institute will be held at the Norfolk Marriott.

Case management system update: Ms. Jenkins reported that Dick Whetstone assures her that VCAIS is not about to die, but nevertheless everyone needs to plan for the future.   Mr. Harris confirmed that currently VCAIS is working fine but there will be no upgrades.  Ms. Jenkins circulated to members a spreadsheet listing 6 case management vendors and the services/features/capabilities/price information provided by each vendor about their system.   She explained the information on the spreadsheet to members.  Ms. Jenkins also circulated various cost estimates.  She reviewed those and fielded questions.  Mr. Haislip reported that his is a small office; he has looked at every offer; and he selected a system set-up for $16,000 from one of the vendors.    The Comp Board allows budgeted funds to be used for all or part of the annual maintenance.   Mr. Haislip does not know if he can interface with sheriff.  Ms. Jenkins fielded questions.  Mr. Bryant described his system with SunGard.    Commonwealth’s Attorneys who choose a new system are encouraged to share their experiences with other offices.

Introduction of new Commonwealth’s Attorneys: Mr. Doucette introduced the new Commonwealth’s Attorneys who were warmly welcomed.
